The Sri Venkateshwara University will be founded by the Vardha Education Vikas Trust, a private trust registered in 2011 with a focus on providing education and empowering youth, especially women. The Trust seeks to create a world-class institution that will cater to the specific needs of Sikkim's economy and society.

The Bill outlines the university's objectives, including providing diversified educational programs, skill development, entrepreneurship initiatives, applied research, and experiential learning. The university will aim to foster innovation and community engagement while aligning with the evolving demands of the local, regional, and global workforce.

The Bill details provisions for the governance of the university, including the establishment of an Academic Council, Board of Management, and various administrative roles, such as the Chancellor, Chief Finance Officer, and Controller of Examinations. The university will also establish a development fund, endowment fund, and general fund to ensure its financial sustainability.
