Sikkim transport department introduces AI-based e-challan system with new rules for vehicle owners

The Transport Department of Sikkim has come out with new rules to make the e-Challan system easier and more helpful for vehicle owners. These rules will start from April 10, 2025. The main idea is to give people time to correct their mistakes before any fine is issued.
According to the latest office order from the Transport Department, if a vehicle is found without proper documents like insurance or pollution certificate, no fine will be issued right away. Instead, the system will first check the documents with the national database many times. If the system still finds that any document is missing or expired, a notice will be sent to the vehicle owner’s mobile number through SMS and WhatsApp.
After getting the notice, the vehicle owner will have 10 days to upload the correct documents. This can be done online through the VAHAN portal, the Parivahan website, or by visiting the RTO office, a common service center, or a cyber café. If the documents are not uploaded within 10 days, then a fine will be generated automatically and sent to the owner.
The department also said that if a fine is issued by mistake, the challan will be cancelled. Also, the owner will get back double the amount of the fine as compensation. This step has been taken to avoid problems caused by wrong challans.
People can check their challan details on the website www.challan.sntd.in. The department has clearly said that keeping vehicle documents and mobile numbers updated is the full responsibility of the vehicle owner.
To update the mobile number, owners can follow a few simple steps. They should go to www.parivahan.gov.in, choose “Sikkim” as their state, create a login ID, and go to “Other Services.” Then they can select the “Mobile Update” option, fill in the details from their registration certificate, and enter their new mobile number.
This new system has been started to help people avoid unnecessary fines and to make the process more fair and clear.
